Douglas L. Flory joined the faculty as an adjunct professor in the spring of 2008. Prior to becoming adjunct faculty member at Virginia Tech Doug served as Director of Intemational Affairs at Farm Credit Administration for 11 months. In August 2002 Doug was appointed, after Senate confirmation, by President George W. Bush as one of the three members of the Farm Credit Administration (FCA) Board. FCA is the safety and soundness regulator of the Farm Credit System (FCS). During his service on the board until December 2006 he became involved in the Armenia Project to establish a
Farm Credit System in Armenia similar to the U.S. cooperative system.

The Armenia Project is USDA FAS funded to establish a Cooperative Farm Credit System in Armenia. The project began in early 2006. In 2007 Doug spent 190 days in Armenia and will spend approximately 160 days each in 2008 and 2009. Farm Credit Armenia Universal Credit Organization Cooperative Corporation (FCA UCO CC) was registered by the Central Bank of Armenia in September of 2007 and made its first loans in December 2007. FCA UCO CC now has 17 employees. The 8 core employees were trained in the US for 5 weeks in late 2006. Its 5 member farmer board of directors was trained in the US for two weeks in February 2008. The system is primarily patterned after the US Farm Credit System however; some features of the European Farm Credit Banks, including Credit Agrico are used. The system intends to become a full service cooperatively owned bank in approximately 5 years serving only rural Armenia.
